Hello Jim, I cannot reproduce your findings.
On four various iPhones, not including iPhone 7, Siri functions normally in iOS 10 with VoiceOver enabled. I tested all 4 phones using the exact same phrase as described in your original post, and in each instance, Siri dialed the number and the call was connected, successfully.
