This has happened to me from time to time, SIRI sometimes just goes bananas, but you may want to try and turn SIRI off and then back on. After I updated to the current iOS 10 release SIRI often did completely stupid stuff. For example, I would ask SIRI to call somebody in my contact list. SIRI wold ask me if I wanted to call their work or mobile number. I would say "Mobile" and SIRI would say Calling so and so mobile, then a moment later it would say "Sorry, I can find so and so in your contacts" or "Sorry, I can't make that call for you". In other words it found the person and asked if I wanted to call their mobile or work and then said it couldn't find that person. After I turned SIRI off and back on it all seems to work much better (at least so far) and I tried it successfully with a few people where before I always said it couldn't make that call for me.
