Backing up to iCloud for a lot of people is worthwhile a few bucks especially if they have a lot of pictures and want them to be available across devices. At a Dollar a month or whatever it is now for 50 Gb I think it's a no-brainer and worth not having to hook up the phone and deal with iTunes. In any case, iTunes backups don't back up photos, only turning Photo Library will do that automatically (or of course you can also turn on automatic backups/uploads to Dropbox or OneDrive if you maybe already have a lot of storage on one of these services. I have 1 TB of OneDrive storage with my Office 365 subscription, but nonetheless I choose to use iCloud Photo Library for pictures because I find the search function in the Photos app more powerful, I can use SIRI to search for pictures, all my photos and videos are available on my Apple TV and 50 Gb can accommodate a lot of pictures.
