I’m sure there used to be a download all button but it seems to have gone. Beside the name of each map is its size and its current state. If the whole map has been downloaded, you just see its size. If it is cued for download, it says 0 kB / size of map, then Open button, Interrupt download button, Delete map button, Progress 0%. If a map is being downloaded, the 0 kB before the slash will be replaced by the amount already downloaded, and the 0% by the percentage of the map downloaded. My maps are still downloading, so I don’t know if there will be a way of knowing that they’re all there. I have Navigon Europe so there are lots of maps!
