Hello Paula, Yes, flicking up on a text message notification will offer the option to reply to the message. The thing is, for whatever reason, in iOS 10.x, this option is now labeled as More.
So, when you receive a text notification, flick up until VoiceOver says something like, “More”. Select that and then you can enter your text to reply.
