Quite early here in the UK, and we all don't get up at the crack of dawn!

But obviously i know, what amber alert means, just not regarding the iPhone.

Hi,
I believe you can turn off the amber alerts at the bottom of the
notifications settings area under settings but you can't disable government
or presidential alerts if you're in the US which I'm assuming you are.
So for instance if there was a major weather warning or some other
governmental issued safety alert you'd get it regardless.

a loud beep-beep-beep.  I think it was an Amber alert. How can that
function be shut off?  I just about jumped right out of my chair.
