Hi Shawn, I turned off raise to wake and then rebooted my phone. Still will not open by just resting my finger on the home button. If I push the home button down then it will open to the icon screen. I have a friend that also has a 6s plus and his does the same thing as mine. When he turns off raise to wake it will not open by just resting his finger on the home button. So once again I cannot figure out why this does not work on three iPhones that I have tried it on. Any other ideas?

I put it on a flat surface like you said and I was able to unlock my phone with rest finger on home turned on. Maybe try performing a hard reset by holding home and power buttons and see if that works. And Jeffry, raise to wake is a hardware specific setting. It's only available on the iPhone 6S, SE and of course 7.
