The ability to “block” numbers is built into iOS. Go to Settings > Phone > Blocked Numbers. You can also block a number from the recent call list, just tap on the “More” button and then double tap to block the number near the bottom. Of course these numbers aren’t actually blocked, if somebody whom you block calls you they won’t get a message that they are blocked, but you won’t notice that they have called, I believe their calls don’t even show up in the recent call list. I doubt any app can actually totally block a call, this would have to be done by your provider/carrier and I think many carriers do offer this for a monthly fee.
