Hi Alan, At first I was going to reply and ask if you are really sure whether the iOS 10.1.1 update actually installed when you did it the first time or whether maybe this is "iOS 10.1.1 Trump Edition". I had never heard Apple released an update with the same version number. Also, when I did a Check for Updates on my iPhone it said it was up-to-date. Then I googled this and bingo, MacRumours solved the puzzle, here is what they had to say:

I just assume that if it were important enough for Apple to want people who are already on 10.1.1 to have this updated built then they would have pushed it out as version 10.1.2 and made it available also for over-the-air upgrades.
