If you use the same iCloud sign in for both phones and make sure you have 
contacts selected in the  iCloud app in Settings they should both end up with 
the same contact list.  
After you have them synced on the same iCloud account if you then want to use a 
different iCloud account on either phone first unselect Contacts in the 
Settings app under iCloud for the phone you want to change. Then it will ask 
you if you want to keep the contacts on the phone or delete them.   Choose to 
keep them on the phone. Then you can go about changing the iCloud account if 
you wish. I did this when setting up my husband’s SE and then changed his 
iCloud sign in but it left him my contact list on his new phone.  
This worked perfectly since he had no contacts on his new phone to start with. 
However if you had different contact lists on each one originally you could end 
up with duplicates that have to be deleted.  In this case leave them connected 
until you delete the duplicates so they will sync and you won't have to delete 
them manually on both phones.
