If you go to the Watch app on your phone and under the "My Watch" tab, in General>Accessibility>VoiceOver, you have an option for VoiceOver Volume.
I've looked in the Settings on the Watch directly and could not find anything to increase or lower the VoiceOver volume. Hope this helps!
