The same way you turn on or off any toggle switch (such as WiFi, Bluetooth, Lock Orientation etc.) Go to Settings > iCloud and double tap on iCloud Photo Library to turn it off (if it's on to begin with), Voiceover will tell you if it is on or off when you touch it or swipe to it.
