Make sure you are editing the note and not just reading it. I just tested it and I turned the rotor once counter clockwise, and there was edit. If it still doesn't work and you are editing the note, close all apps and reboot. Maybe something else is going on. Turn the rotor to edit, flick down to select all and double tap, then flick to copy and double tap. Then go wherever you want to paste and turn to edit and flick to paste and double tap.
