First of all, if you turn it off in the camera app it stays off. Live photo takes a very brief video, but it is still a jpg file yet it moves just a bit and can include a second or so of sound. If you took a live photo and said just at the right time what the picture is in 2 or 3 words it would say this when you "Play" the photo.
