Storm shield is a weather app that also provides alerts and an audio forecast. I think it's associated with one of the major TV networks and is not available in all cities, but where you can get it, it's quite good. It's very accessible, and during the one update that broke some of the accessibility features, the developer was quick to respond and fix the problem. There was a cost for the app, but I can't remember now how much it was.
