When you downloaded these voices, did you go through settings, general, accessibility and speech and download them that way? If so, there's your problem. In order to make newly downloaded voices work with Voiceover, you have to go into settings, general, accessibility, Voiceover then speech. It sounds like you want to change your default Voiceover voice and not use languages in the rotor so change the default setting. Find the voice you want and you're all set.
