I don't know if this has changed at all with the latest iOS version, but you need to go very slowly when reordering rotor items. I've found that moving them only 2-3 spots at a time is the way to go. Otherwise, your rotor will get totally messed up, with items that you didn't even select somehow getting mysteriously shoved to the top or bottom, or sometimes getting unselected all together. Just go slowly, stopping after moving something 2-3 spots up or down, then go another 2-3 spots, until you have the item where you want it, and you should be all right. I really hope Apple fixes this soon. It's on my to do list to call the accessibility number and alert them to this issue.
