Go to settings/sound and confirm that vibrate on silent is also on. Then try flipping the switch on the side of the phone to vibrate and see if it works as it should. If not, try toggling speech off with a three finger double tap and see if the vibrate works correctly then. For me, this seems to work you could then turn speech on again with a three finger double tap to see who is calling you. Hope this helps
