Don, No, I'm sure as soon as the app is in the background or closed then the camera isn't consuming any power.
As for finding the barcode, just slowly rotate the can, or present each side of the box in front of the camera and give it a few seconds, when I tried it with a can of soup I slowly rotated the can approx 10 inches in front of the camera and it vibrated when it saw the barcode. Then it let me search, and then it told me about what it found. Thanks to Richard's observation, you wouldn't really have to worry about the camera being "always on" like I was guessing at first, so we just need to let them know about these little doc deficiencies (for blind users).
