I can't say for sure, but when it has wanted to download something later, after I have purchased something, it was because there was some kind of error that prevented it from downloading a file successfully. Did it download any of the songs you purchased? If you know it did, and now it wants to download them again, I don't know. I would tap that download button, just to see what it does.
