Kimberley, I very rarely lock my phone. I merely put it to sleep. so, though this is doubtless a bug, would you try doing that and see if your keyboard will come back for you? by locking the phone, I mean, getting that "iPhone shutting down" message. perhaps, I had misunderstood you…
as for when it started, I have had issues with the on screen keyboard and, indeed, the Bluetooth keyboard, ever since iOS 10, at least! sorry I can't help, but if you find a solution, do let me know!
