I've seen this problem as well though not with Fred. I was trying out different voices (Ava and Tom), but decided to go back to Samantha. It was incredibly difficult to manage and I ended up doing something like resetting my network settings, deleting all voices besides Samantha and rebooting the phone. I may even have turned off VO before I rebooted, I can't remember.
