It does for me, but a simpler method is to simply swipe down or up on the app with one finger, Voiceover will say “Arrange Apps”. Now just double tap, swipe up or down one more time and Voiceover will say “Activate”, double tap on that and you’ll be prompted whether you want to delete. Keep in mind that for the Arrange Apps option to come up your rotor must be on “Actions”, if you manually turned it to something else you may have to put it back there. The other option in Arrange Apps is “Move” which is followed by the app name. This is now also how you move apps, no more double tap and hold and then dragging the finger around. This was difficult for some people and even for those who mastered it it was sometimes hit and miss. Now just double tap on “Move”, then touch where you want the app like before or after another app or in a folder and use the rotor again (swipe up or down) to select if you want to insert the app before the app you are on, after or if you want to create a folder with the app you are on. If you put focus on a folder you have options to insert the app before, after or of course you can drop it in the folder.
Lastly, you can still activate “moving” mode with a double tap and hold instead of using the Arrange Apps rotor option. However, if you have an iPhone model which has 3D Touch you have to be very careful that you put absolutely no pressure on the second tap and hold, if you push it will activate 3D Touch.
