I think you might not have checked your iPHONE for the dialogue which pops up where you pair the AirPods with your phone. Once that's done, they will automatically be switched on when you put them in your ears. If you put one in your ear and leave one in the case, you can actualy get a dialogue to pop up which shows the batery levels of each AirPod and the case.
