In my opinion the fixes and the fact the more or less not that much has changed outweigh the issue with 3D Touch which on an iPhone 5S or iPad 4 you don’t have anyways. Just make sure on your iOS devices that you do a backup either to iCloud or iTunes before you update. Then empty the app switcher and at least do a reboot, e.g. turn the phone/iPad off, wait 30 seconds and turn them back on. Then do the update and all should work fine. Keep in mind that once the update has downloaded, it will then sit there for a bit and say “Preparing update” and finally it will say “verifying update”. The “verifying update” message is usually only there for a shorttime, maybe 15 or 20 seconds, after that the phone reboots and the update is installed/configured and during that time the phone will be silent. On a 5S this could easily be 20 or even 30 minutes, eventually the phone reboots and will be at the lock screen asking for your passcode. It’s a good idea to make a note of the time when it says “verifying update” and before it goes silent just so you have an idea when the 20 minutes are over, but don’t panic if it takes longer, whatever you do don’t press and hold the power button as this could interrupt the update process and have very undesirable consequences.
It also would appear that this update automatically enables two-factor authentication because both my wife and my Mom did not have this enabled and right after the update received the following email (I replaced the name with “John Smith” just as a generalization and while parts of the email address is hidden, I also made up a ficticious gmail for John Smith. If you are not comfortable with two-factor authentication I highly recommend you sign into your account at http://appleid.apple.com and while you will have to get a code that time to get in, you can then turn this off again in the Security area. Some Changes to App Store Reviews According to MacRumors<https://www.macrumors.com/2017/03/27/apple-releases-ios-10-3/>, iOS 10.3 will introduce a number of changes to App Store reviews. App developers will be able to respond to reviews; and users will be able to label reviews as "Helpful" or "Not Helpful". The number of times that an app can prompt users to submit a review will now be limited; and there will be a new setting option that lets you turn off app review request completely. The process of submitting a review when prompted by an app is also reported to be more streamlined, and should now be able to be completed without leaving the app in question. iOS Gets a New File System When installing iOS 10.3, the device’s file system will be updated to use Apple File System (APFS). Announced last year at WWDC, APFS is optimized for Flash/SSD storage and includes features like strong encryption, space sharing, copy-on write metadata, cloning for files and directories, snapshots, and more.
