For what it's worth, I am also seeing the same behavior but with an app called Cruise Finder. I'm using iOS 10.3 on an iPhone 7 and using the US App Store. I have closed the App Store and reopened it, and restarted my phone. The only other thing I can think of would be to do a reset on the phone, but supposedly the reboot of the phone should have fixed the issue. Oh well.
