hi Vicki, I don't have two divices but, I remember a option in settings|iTunes and ap store called automatic downloads keep swiping after you find that and you'll see aps if you turn that on it according to the description automaticly download perchused aps to all your divices. if not you can go into ap store|updates and double tap the perchused button and you'll see your perchuses there. You'll defenetly not have to pay twice for htem. I do not have a second divice but, I understand not all aps on the phone nessessarly have a iPad or iPod equilivent but, when you look at an aps description somewehre it says what it supports too.
