There are no apps that I know of.
They could just tell Siri to turn on VoiceOver.  Try it out for a while, then 
tell Siri to Turn off Voiceover.
They also could download the VO Tutorial and then turn on VoiceOver and go 
through the tutorial which does a very good job of helping people learn 
VoiceOver for the first time.
Just tell them they will have to touch an item so VoiceOver speaks it, then 
double tap very quickly to activate it.

They could also look in the accessibility portion of the iOS users guide to 
read the gestures, etc.
