I have not had any of these issues. I just added a contact on my iPhone 6S. I double tapped on Add Phone, changed the label to Mobile,flicked right and I was in the text field to enter the number. Then, I went up and entered the first and last name. Also iOS 10.3.1.

I wish I had an answer for you. But we are having problems with Contacts as well. I think it is a voiceover issue because everything seems to work OK without voiceover. Not exactly the same problem you're having but along the same lines. In putting things into edit field does not seem to work. When you go back out of the program and then back into it, then things seem to work OK. It's sort of reminds me of a screen refreshing issue. But that's not the same issues you're having.
