I don’t believe a phone number has anything to do with the Skype service.
You can purchase a plan and use their service exclusively for about twenty bucks a year and get US and Canadian Unlimited calls to land and cell phones, and still a number is not necessary. Even if you use their SMS service, it’s done through your Skype account, not your cell phone number.
