Hi Wren, This works quite well for me, and I use it several times every day. I don't think there's anything wrong with your phone's hardware, or with this feature of IOS.
Could you type in the text of what you are saying to Siri? For instance, I will say: "remind me tomorrow at 9 a m to call Joe" I will then get a response from Siri that she will remind me. Secondly, I don't believe Siri will do anything with your Alarmed app, only the built-in Reminders app. Third, what do you mean when you say "the time isn't announced correctly"? I think we can help with this, but it's probably best to address each problem separately, and give as much in the way of specific information as you can.
