First, the iBooks approach they are taking is that you have to download the book in ePub format and you can then import it into iBooks, but then you are stuck with the method of only using Voiceover voices to read in iBooks.
Voice Dream Reader is by far the best way to go. Open a book in Voice Dream. Double tap on Reading settings at the top of the screen. Double tap on Reading mode. Flick right to stop at end of sentence, and double tap. Flick to the Advanced settings button and double tap. Double tap on rewind to beginning of sentence after pausing so it is on. Double tap on the close button. Now, when you play the book, it will stop at the end of each sentence. It does not read by line,, but by sentence. You can use the two-finger double tap to pause and resume reading. By having it rewind to the beginning of the sentence after pausing, it will start over at the beginning of a sentence if you stop part way through a sentence. So, if your "new line" is a sentence that will do the trick for you. I'd read the manual for Voice Dream Reader if you really want to take advantage of what it can do.
