Apps like KNFB Reader can bundle any self-speaking voice they want in their app. If you ever have a chance to get the app Voice Dream Reader you can get dozens of voices although they are not free, but this app offers a ton of voices from Neospeech, Acapela and so on, you buy the voice for a few Dollars and can then use it in that app. Keep in mind that if you buy a voice via an app it is not available as a system voice, Apple controls that but they have a nice range of voices available now, of course, as well.
