Sometimes a toggle off and then on again can be helpful. I wouldn't hold my 
breath, but if you haven't tried this, it might be worthwhile. Keith

Did you check that the TuneIn Radio app is on under Cellular data?  If Cellular 
is on, but you go down the list of apps using Cellular and TuneIn isn't set to 
on, it won't work.
If all that is as it should, and it still doesn't work, try powering your phone 
off and waiting a minute and powering it back on.
If that doesn't work, then I have no clue as to what would be wrong.

Keith got it right.
You have to enable cellular both in the iPhone settings and within the TuneIn 
settings.

Just remember streaming audio over cellular does use a good bit of data, though 
nothing like streaming video.
