How a software can delay 4 days downloading a voice?

My understanding from the few posts I read is as follows:
During the update process, the standard vo voice is installed on the
phone.
By plugging your phone in and having Wi-Fi available and your phone in the
locked position (auto lock), eventually the high-quality voice previously
selected will be updated. I believe someone said it took about four days
the last time for the high-quality voice to be reinstalled.
