Hi. I have an app called Light detector that is either free or around $1 U.S. This will let you know if lights are on and it can give you a percentage of light by touching the screen. It will also raise or lower the tone according to how bright the light is and it can be used to find flashing lights or even LEDS if you are familiar with your phone enough to not block the camera while finding and positioning the phone in relation to the LED.

The best color I.D. app I've tried is called Color Inspector. There's a free and a paid version with no ads. This app lets you adjust the brightness of the flashlight as well as zoom in on the area you're wanting to know the color of.

As far as names, this app will use regular names for colors as far as red, blue, green, etc., but it can be more detailed, using turquoise or sea green for the color Jade, for example. Some of this depends on how bright the flashlight is and how close the phone is to the article being described

Out of the several color ID apps I've tried, Color Inspector is the easiest and provides detailed colors without being too complex.
