Have you downloaded the iCloud Control Panel for your Windows PC? You need to go to Apple’s website and download it, then install it and sign in with your Apple Id. Now you can enable iCloud Photo Library and if you do you can specify a folder where pictures are downloaded and all pictures you take on you r iPhone will be synced to your PC via iCloud.
