Interesting, isn't a quote established by pressing shift + apostrophy? When
I press that key command it says "modifyer key lock". Its a toggle.I'm not
quite sure what is meant by modifyer key locked...

In the list of keyboard commands for VoiceOver, it says that to do a two
finger double tap it is Control-Options-quote.
However, that does nothing with the Amazon KT1081.
