If you still have your iPad and if you updated it to iOS 10.2 go to Settings and at the very top to your account. Tap on "iCloud". It will show you what plan you have, in your case, I also have this, it will say "Selected, 50, Gigabyte, $0.99 a month". If you swipe right you see upgrade options for the 200 Gigabyte a month, 1 Terabyte and 2 Terabyte a month plans, after that you get to "Downgrade Option". Voiceover doesn't say this is a button or link, but if you double tap on downgrade option you will be asked to sign in with your password, once you do you have the option to select the 5 Gigabyte free option, tap on Done at the top and that should do it. I didn't go through with it, but I assume it may ask you to confirm you want to do this and of course if you use more than 5 Gigabyte some of that data will be deleted/lost.
