That quest is random in appearing it seems. If you see it, like using 15 slots in the farm, once you use all of the slots then you have completed the quest. In order to have the restart all automations button work though you need to reset the game, which is at the bottom of the Castle menu. Then swipe right at the bottom and hit the Claim Quest Rewards button. This will reset the game, wipe out your current gold balance and properties, but it will show the completed quests, along with new quests. So far, I have seen it for the farm and the furnace, however I haven't made it to the furnace in properties that I've been able to buy. I wish and hope that someday I would see the quest to fill up 15 slots in the lumber yard, since I can definitely use that one.
