Hello Deidre, Never assume anything when it comes to making backups.
Be that as it may, the best way to insure that all of your notes are saved in their respective cloud services database, is to, using your web browser of choice, login to your account and make certain you can see the Notes. For example, in the case of iCloud notes, go to www.icloud.com and login to your iCloud account. You will see a Notes icon. Select this icon and you should see all of the notes that you have save to iCloud. If you can, in fact see them there, then they will be available to any iOS device or Mac that uses the same Apple ID regardless of any resets. In the case of Google or Microsoft Notes, login to your respective accounts for the same results. I recommend that you only create and save notes to your iCloud account but, as is all things, it's up to you.
