The 5S was released in the fall of 2013 and it is my guess that it will 
still get iOS 11 this fall, but it is not sold officially any more and I 
would keep in mind that it is basically a 4-year old phone and would advise 
against buying it.
There should be plenty of iPhone 6 around and when the new iPhones come out 
this fall there will probably be plenty of the 6S/6S Plus for sale as well.
It all depends if you absolutely need a phone now or if you can wait another 
4 months. The person who said they are looking to upgrade to an SE is 
definitely not making that great a choice at this stage. Sounds like they 
have a 5S and again, unless it doesn't work well at all and they totally 
need a new phone now I suggest to wait. The SE is a generation newer, but 
while it was released after the 6S/6S Plus, it has the older, first 
generation touch Id home button which was in the 5S and the 6 and 6 Plus. 
The 6S and 6S Plus have the second generation Touch Id sensor which is more 
reliable and faster. I am quite sure there will be a new 4 inch phone coming 
out as well so if somebody absolutely wants that smaller size they should 
maye wait and see what Apple announces in September.
The Apple world wide developer conference is the week after next, here Apple 
will introduce iOS 11 and we may start to get some ideas based on iOS 11 
features what is coming and certainly the rumours will soon start to become 
more accurate as to what hardware may come in September.

I have a 5s that I purchased in 2013.  It is running fine.
It is running iOS 10.3.2 without a problem.
It is the first of the 64 bit processers.  I don't know how long Apple will
continue to support them, but I have no plans to update until it dies.
