Yes, the start VO reading and then use of the arrow keys to change volume for me has never worked to change the VO volume relative to other sounds; it only turns up the general volume of everything. Strange I know, since so many others recommend this method.

That way, other audio volumes will be lowered while VoiceOver is talking. That may help a little. Or, have someone else check that Volume is in the rotor, have them turn the rotor to volume and flick up with one finger until it is at 100%. You may get some distortion at that point, but she could see if that helps. Or, if she has a Bluetooth keyboard, the rotor can be done by pressing the right arrow plus the up arrow to turn it clockwise, or left arrow plus up arrow to turn counter clockwise.
