Hi Kristeen, I had this happen a while back, and I discovered that some of my contacts were being stored in Gmail, not iCloud. I had never planned to store any contacts in Gmail, so this was a surprise. I had to use Airdrop to transfer the contacts to my Mac and then make sure I wasn't syncing contacts with Gmail so this wouldn't happen again. To see if something similar has happened to you, open Contacts, and choose Groups. If there's an option like Gmail, double-tap it to see if some of your contacts are there.
