I saw this problem for the first time yesterday when I was trying to dictate in the drafts app. When I dictate a text message I simply double tap with one finger the dictate button at the bottom left of the on-screen keyboard and wait for the tone. Once I hear the tone I dictate my message then end with a two finger double tap.
