Well, you could do it over 3G if you have a computer. Because the update is 599 MB, you cannot upgrade directly over 3G. Note that there is some risk if you tether your iPhone and use a computer with iTunes. I almost bricked my phone last year using this method, and had to find an ethernet connection to complete the set-up.
