Go into Settings > Photos and Camera, make sure you have "Download and Store Originals" selected and not "Optimize Storage" which will keep lower resolution versions of the pictures. I think, however, it only goes to lower resolution if you are running low on space, if your wife has a large capacity iPhone and she has lots of space it probably won't make a difference.
