With me being partially deaf, I find the Talking Tuner app great.
It's slow at times to get it right, for me anyway, but it works.

Don't know about big harps, but us necked instrument players
usually have the benefit of tuning one or two strings, then
tuning
rest to those. I admit, I'm not so good at trying to tune to a
tone an octave or more from the tone I need. But some manage
with
a single tuning fork, if you can still get one.

Yes. I've found it to be pretty reliable for my 44 string pedal
harp, other than the highest octave.

I have used Talking Tuner for several years, but it does not
register the highest octave on my harp.
