I checked with a buddy of mine who informed me that, as of the latest commercial release of Watch OS, there is some inconsistencies with notifications. His solution was to hard reset the device after making the desired settings in the Watch app. Also, I think Simon's suggestion about logging into Apple watch with a different Apple ID is a brilliant one that totally makes sense to me; I never would have thought of that. I'll give it a try.
