Hey Chris, Yes the download button is not visible to VO users at this point. If you have another iOS device handy, here is the work around I have found so far.
You will need to turn on automatic app downloads in the iTunes and app store section of settings, on both devices. Goto the spare/other device, not your main device. Download it on this device and it will start to download it to your primary device. I have had the issue sense developer beta 1. The option is to connect the device to a computer and use our good ol’ friend iTunes to reinstall it.
